Black money: Switzerland had agreed to share information on tax matters along with Indian govt. Under administrative cooperation, it would provide information on urgent basis. Due to international pressure, OECD & Switzerland had signed multiparty agreement on tax matters. The Paris based OECD is chief organisation on Global tax standards and advises on international policy.


Earthquake: An earthquake occured at mid-Phillipines causing deaths of around 127 people. As per US Geographical Survey dept, it measured 7.2 on richter scale. It's epicentre had been 35 kms deep at Bohol Islands. It is a popular tourist spot. The effect had been more at

Cebu Island.
Along with it, twenty more tremors were felt within 56 kms depth. Indonesia's Disaster management dept. had not issued any tsunami alert at Papun new guinea islands wave of many feets height were seen at Pacific Ocean region.


Disputed Islands: A Chinese official had visited Japan for secret meeting along with his Japanese counterpart. However, Japan's foreign Ministry had denied it. Talks are being held at various levels. During Sept.2012, Japan had nationalised them which had resulted in tension with China. These are located at South China sea & are known as Senkaku and Dioyou in Japanese & Chinese languages.


CHOGM: PM had assured that Commonwealth Heads of Working govt. meeting(CHOWGM) scheduled during next month at Srilanka, India's Partnership would be after considering all aspects including those of DMK & AIADMK. PM had sent a letter to DMK chief with copy being issued to media that his participation would be after consideration of all issues being discussed. On Monday, DMK leader had met him & apprised him of DMK's stand.

Also, England's Prince Charles would be visiting India from November 6 to 14 prior to attending it.

Election dummy: If any dummy candidate is made to stand in elections, it might cost heavily on candidate as the expenses of such independent dummy candidate would have to be borne by candidate. It would be added into his expenditure towards elections. Also, case would be registered under appropriate IPC acts.

Election Commission had issued directions under which dummy candidate's vehicle, if found along with  election material, EC would make the report filed against him. Also, notice would be sent to
candidates for demanding such expenses to be borne by him, who would be using their vehicles for other candidate's purpose. Actually,elections are guided by Election commission. A candidate can use as many vehicles as he can but he would have to take permit for it. It has maximum limit of fourteen lakh rupees. This facility is provided after the nomination is filed by the candidate. Dummy candidates provide for such expenses like vehicles, which are often neglected in the absence of proper evidences. But this time, it would be checked properly.
EVM & ballot paper: It is decided now that voters could reject the candidates. The five States assembly elections would now be having NOTA button in electronic voting machines (EVMs), which would be at the bottom. It would be written in local language as "Not acceptable".

EC had issued necessary directions in this regard. It is to note that Supreme Court had issued guidelines to provide the said button. Based upon it, EC had asked to provide such button during the recent  elections. Nota button with more than 50% votes would also be not affecting the elections. 
Salwa Judum: Congress had changed it's strategy in Chattisgarh State for upcoming elections issuing tickets to both pro & anti-Salwa Judum movement. It is to note that anti-naxalite campaign, Salwa Judum, was started during 2004-05 at Bijapur's Kutru region. The campaign had been armed & drew sharp criticism from Supreme Court. But it had caused loss to Naxalites there. Large number of cadres had surrendered and joined the movement & became SPOs. The campaign was run under the leadership of Karma who got killed during the recent Naxalite attack
on Congress party's parivartan rally convoy. The Supreme Court had put a ban as various human rights organisation had been opposing it. This included Rural minister & Fin.minister too stating it to be violent.

Confiscation_property, Bank's_license&Fukushima_leakage

Confiscation of property: CBI had been still unable to confiscate property of those found guilty in fodder scam. The interim order had been given by Patna Dist. Court between 1996 to 1998. But even after 15 years, CBI couldn't get permanent order whereas interim order is always extended regularly. Now, CBI had stated that it should get the right to confiscate property of relatives too. Some of those found guilty in fodder scam are:

New bank's license: A four member committee had been formed by RBI for grant of new bank licenses. It would be headed by Ex-Governor, RBI, Dr. Jalan. The other members are Ex-Dy. Governor, Thorat, SEBI's Ex-Chairman, Bhave, Financial specialist, N.More. The work could be started by next year January. The Jalan committee would be scrutinizing 26 applicatins and later recommend for new licenses. RBI would finally decide over the matter. It is to note that Tata, Birla, Ambani had applied for new bank's license.

Six workers at Japan's Fukushima nuclear plant have been been doused in radioactive water, its operator says.
The incident happened after a worker removed a pipe connected to a water treatment system at the plant, Tokyo Electric Power Company (Tepco) said.
A senior official from Japan's nuclear watchdog said he did not believe the workers received a "seriously troubling" dosage of radiation.
Fukushima has been hit by a series of toxic water leaks in recent months.
The plant was badly damaged by the earthquake and tsunami of March 2011. Cooling systems for reactors were knocked out, causing meltdowns at three of them.
Water is being pumped in to cool the reactors, however this creates large amounts of contaminated water that must be stored securely.
Some of the water has leaked from the tanks, pipes and damaged structures, leading to concerns contaminated water is mixing with groundwater that is flowing into the sea.
'Carelessness'

The detached pipe was connected to a desalination system, Tepco said, which was being used to treat toxic water before storage in tanks.
Tepco said it was measuring the radiation that the workers, who were wearing protective gear, were exposed to.
"It is serious in that it was another problem caused by carelessness, but I do not believe it is a seriously troubling dosage," Shunichi Tanaka, chairman of Japan's Nuclear Regulation Authority, was quoted as saying by Reuters news agency.
Japanese officials say the water to which the workers were exposed was emitting beta decay radiation - and that is important, says Jonathan Amos, the BBC's science correspondent.
Beta particles are very weakly penetrating, and the workers' protective overalls would have substantially limited their exposure. The reports suggest also that no water splashed in the faces of the clean-up staff, so there would have been little chance of contamination being ingested.
But the incident is just the latest in a series of mishaps at the plant, and it will no doubt bolster the view of those who believe Tepco is bungling the recovery operation, our correspondent adds.
The pipe had since been reconnected and the toxic water was contained, Tepco said.
The incident is the latest involving worker error. On Monday, it was reported that a plant worker accidentally switched off power to pumps used for cooling the damaged reactors.
Last week, workers overfilled a storage tank, and about 430 litres (100 gallons) of radioactive water may have leaked from the tank, with some flowing into the sea, Tepco said.
