Gandhi_anniv,MoEF_Mining_directions,&Verma_committee

Welcome.
Today is the death anniversary of Mahatma Gandhi. He struggled his life for getting Swaraj with his tools of truth & non-violence. Indian National Congress claims to inherit his legacy with his name bearing by the Congress President. He was shot dead by Nathuram Godse after his return from prayer. Today is Anti-Leprosy day & Anti-Liquor day too.
 
The Ministry for Environment & Forest (MoEF) had vide it's committee stated that National Parks & Wildlife Conservation resorts shall have prohibited zone of upto one kms & rivers shall have 250 metres bank zone prevented from mining activities. The committee had also recommended similar zone for water bodies, tube wells reservoirs & important arid areas. The committee had made recommendations for standardization of prohibited zones & valuation for marking of such zones. These areas pertain to dense forest areas, wildlife, bio diversity, water resources & natural sceneries etc. Few points in this regard are:1. These areas would be divided into grids based upon per sq. km.
2. Based upon markings on 100 point scale, valuation shall be done.
3. Grids averaging more than 70 points would be kept as prohibited zones.
4. If many such grids come under prohibited zone in mining area, the block would be restricted for mining activities.
5. A total of 178 categories of forest areas are identified, Ecological importance would be considered while giving such points.
 
J.S.Verma Committee: The Committee constituted for amendment in laws related to crime against women folks had handed over the report to the govt. It includes human trafficking too. It is told that the report is not uploaded at the Home ministry's website due to criticizing comments but the Home ministry had denied it.The link suffered from technical glitches & was removed.

Dams,Netaji,Moody's&Kumbh

Dams: The National University of Singapore conducted a study upon the dam construction activities & the threat posed on human survival & extinction of the vegetation & species. As per the report, 90% of the terrain is affected by the dam construction. Besides, 27% of the species are damaged. The forests are also affected. In future, 1.7 lakh hectare of forest area would be submerged under water. Twenty two (22) flower species & seven(07) vertebrate species would be posed to extinction. The study is based on Hydroelectric projects being undertaken on Sindhu, Ganges & Brahmaputra rivers. In the Himalyan area, the dam construction rate is higher than the world rate.

Today(23) is the Netaji Subhash Chandra Bose anniversary. He was the founder of Indian National Army(INA) of which Capt. Lakshmi Sehgal was a part. His famous slogan was "You give me blood, I will give you freedom". He had firm belief that, minimum resistance as proposed by Gandhiji, was not the best way. If there is neither struggle nor danger, half of the life is finished. He died on August 18, 1945 while meeting an accident during air travel to Formosa Island.

Moody's: The credit rating agency, Moody's, had maintained the India's rating,BAA3, stating that high fiscal deficit would affect development during the coming years. In it's India rating report, it stated that due to high govt. fiscal deficit, coupled along with the infrastructure's supply related problems & policy based inefficiencies, the rating is being affected. The report states that govt. financial system is the weakest thing. During midterm, the govt. situation would be troublesome. Due to financial availability, it(rating) could be improved.On the growth rate, it had stated that the decline is going on. But domestic savings & strong private sector could give thrust to the economy. The economic growth rate could be 5.4% and may reach during the next fiscal year. During past year, it was 6.5%. Due to high commodities rate, the subsidy bill had increased. But the fuel & fertilizer subsidy reduced by the govt. measures would be ineffective. However, Diesel price fixation rights given to the Oil Marketing cos. is not mentioned.

Kumbh: Harvard University would conduct research upon the biggest religious congregation, i.e. Kumbh. A seven member faculty would be involved who would study upon the temporary city plan & its economics. The South Asia Institute's Associate Director told that this is the first time that such a research is conducted. The graduates from School of design would conduct the study. The Arts & Science faculty would study upon the culture, rituals, & presentation groups. The water quality, toilet techniques, health facilities, & environment would also be studied. The commercial activities, too, would be researched.

Dreamliners,Juvenile&RTI_Act

India had put a ban on all six Boeing Dreamliner 787 flights as per advise of FAA. It is to note that All Nippon Airways(ANA) of Japan had already put a ban of its 17 such Dreamliners fleet. After a battery problem & burning smell at Cockpit, the passengers were terrified & the said Dreamliner had emergency landing followed by the ban. Earlier too on Jan.7,  a vacant Dreamliner caught fire at Boston. Air India had purchased significant no.(27) of such planes, which pose such problems like equipment liquid cooling system & electrical power system problems. These are run on Dubai, Frankfurt, Paris & domestic routes.
 
Juvenile age: The Minister for Women & Child development had stated that the age limit for deciding on being adult or juvenile wouldn't be changed & all those aged below 18 yrs would be considered as juvenile. It is to note that after Delhi's gangrape, involving one such grown up, a debate had started on reducing the adult age limit. The minister stated that exercising franchise is not given below the age of 18 yrs. The minimum age for marriage for men is 21 yrs & women is 18 yrs.This would mean that much rights are not granted below the age of 18 yrs & hence they should be considered as juvenile.
 
Right to Information: To ensure democracy, the citizens had to be educated and providing information is a pre condition for it. The transparency in providing information helps in ensuring of curbing corruption. The govt. & its agencies are resposible towards the public at large. The UPA govt. had implemented RTI Act 2005 with this direct & big principle. Except Security & intelligence, it was made mandatory to provide information about the activities from the concerned departments.
After the law had been implemented, UPA govt. had decided to conduct study about whether it has helped in reducing corruption? Actually, the govt. wishes to peep into the people's mind about reduction in corruption with the implementation of the said RTI Act 2005. It's implementation would be studied at Central, State, District, & Panchayat level. If any transparency had come to fore,  it would be possible to ascertain those factors based on such study about the steps & time for taking such steps. The study would be conducted about those seeking information & how many in numbers? It is to note that another issue had risen about few contractors & agents who try to take undue advantage of such information. It is also revealed that . many people gather private information, which has no relation to the funtioning of the govt. Also, the govt. would enquire about the expenditure incurred in providing such information. It is worth mentioning that many departments complaint about the resource crunch in providing information. Another viewpoint of the study would be about the demand & supply of the information provided. What is the requirement & what is being provided is relevant or not? Efforts would be made to minimise this gap in future.
Presently, there is a big gap between demand & supply of information resulting in large number of appeals. The applicant makes a no. of appeals. A study was conducted in the year 2009 by M/s. Price Waterhouse Coopers. The study revealed that 75% of the applicants are unhappy as the information is not relevant. Also, the Information Officers complain that the records are not properly maintained in the govt. offices, thereby making it difficult to provided it & delay is inherent. Price Waterhouse Coopers also mentioned that responsibility of various level officers was told but it is difficult to fulfill it. It would imply that the records are not maintained properly. This has created anguish amongst both the groups viz. the applicant & the information provider too.

A major Southern California newspaper is defying conventional wisdom by spending heavily to expand in print.
The Orange County Register is adding about 100 journalists and expects the paper will soon be 40 percent larger than it was under previous owners. Thicker pages with triple the number of colors will produce crisp photos and graphics.
The Register introduced or expanded sections for business, automotive and food coverage. High school sports, community news and investigative reporting are getting more attention. Even color comics are back.
Aaron Kushner leads an investment group that bought the 107-year-old Register and parent company, Freedom Communications Inc., in July. The 39-year-old, first-time newspaper owner says readers will pay for high-quality news.
A big test comes when the Register begins charging for access to its website.
