{Carbon_Emission,D6block,Nitaqat,&Parliament}

Carbon Emission: The development of system for target for reduction in carbon emission would necessitate area wise initiative and accomplishments being monitored by it. A study organised by WWF(India) revealed it. The Central govt. would reduce carbon emission from the 2005 year level upto the year 2020 by about 20-25%. The study stressed about developing of system. Various reports of various States mention chief working systems and policy based steps for reducing carbon emission, which should be adopted by other States too. The Integrated development programme during twelveth Five year plan would have chief goal of low carbon emission. WWF(India) had , along with Ernst & Young technical cooperation, developed a "Low Carbon growth Policy tracker", which evaluates various such policies. It monitors their productivity in reducing GHGs emission in key areas.
It would be adopted by 10 States in eight sectors like Electricity, Agriculture, Transport, Forestry, Industry, Buildings, Waste and general areas. A total of sixty indicators are evaluated. As per WWF(I) CEO, it provides expansion of good policies regarding low carbon emission initiatives. 

D6 block: RIL's Cauvery KG basin located D6 block is found to be having big source of natural gas. It had been explored amidst criticism that the production is knowingly decreased for increasing gas price. The said block is told to be biggest single exploration in the country. It is named as D-55. It is found out with the help of British Petroleum, who is 1/3rd business partner of RIL. The block is dug after a span of five years. It is situated in Bay of Bengal's deep region.
Earlier during March, Indian govt. had given permission to explore through oil rigs in those areas whose license period had expired long before. The said oil well is dug at around two kms distance from existing D1 & D3 fields and deep below. It is named as KGD6-MJ1. It had depth of 4,509 m and gas is found of 155 m thickness. During the test, it produced 30.6 million cu. ft. of gas. 
The exact quantum is not ascertained as due to less pressure and sand problem, D6 block production had got reduced. 
    
Nitaqat: As per Saudi's new policy, Nitaqat, India would be issuing around 27,000 ECS Emergency Certification so that it's citizen would be able to depart from Saudi. At Riyadh based embassy, the second list had been issued. The NRIs opting for return can apply at various centres at Saudi Arab. The recent list is issued after receiving 24,000 applications from Riyadh and 3,700 other from Eastern Saudi region. Initially, around 15,000 applications were received in this regard. 
As per new Policy, 10% vacancies are to be reserved for locals. It would be affecting less skilled and semi-skilled workers. Presently, there are around 20 lakh Indians working there.

Parliament: Indian President had been dismayed over improper functioning of the Parliament. He stated that neither minorities are working inside nor letting others work there. He addressed gathering at Himachal Pradesh's Assembly during the golden jubilee celebrations. 
He had stated that the representatives are elected from various seats/constituencies and public expects that work would be done in public interest. But administrative posture is distorted. The decisions taken in the Houses are not being implemented correctly. This had caused complexity of laws. But the leaders are expected that they should co-operate while making rules & framing policies. But when working is hindered, the motive of work is not fulfilled.
He stated that the bill passed before the houses, should have expenses borne out by itself & the same decision is implemented but only 30% of the work is done. Discussion, expression & decision are important subjects in Parliament. It should be fulfilled by a constitutional body. It enables growth but now some leaders do not work. Now the MPs don't have time for tax and economic issues. 
He felt elated that he had addressed the Himachal's legislative assembly as the sessions had been almost regular. Also, it had been the same house where, during 1925, women's voting rights were granted. During British regime, many historical decisions had been done there.

The International Nurse week is celebrated from May 5 upto May 12 commemorating the anniversary of Florence Nightingale on May 12.
Day before yesterday had been the birth anniversary of paramedical student who got gangraped at Delhi in a luxury bus on Dec.16 & later succumbed to death after about 14 days at Mt. Elizabeth hospital at Singapore.
 
Earthquake: Iran's Southern region witnessed the occurence of an earthquake today which measured magnitude of 6.2 on richter scale. As per US geographical survey, it had caused damage to the houses with around 20 people being left wounded. The epicenter was located at 85 kms far from Minab's Southern city and inside the earth at about 36.44 kms deep. The Officials informed that many tremors of magnitude 4.1 and 5.2 were felt there.
 
Madagascar: The grasshopper species (Cicada) had attacked Madagascar Island which would destroy 1 lakh metric tonnes of plants and trees. The flock of species comprise of around 10,000 crore nos. and the sound emanating from the flock is equivalent to that of metro-train horn at about 200 metres.
The flock is divided into twelve groups and each follows first one during which they would spread at Eastern Coast of US & travel a distance of 1,450 kms.
Cicadas are born at a depth of 1 ft. below the ground. They would reproduce upon trees or plants . While flying they produce 94 dB of sound. These have attacked 8,000 times during the past 400 years.
They have come out in open after seventeen years.

 
Hacking: During past three years, various departments and ministries websites numbering around 1,000 had been hacked. Uptil March 2013, Indian Computer Emergency Response Team (CERT) had found that in 2010 303, in 2011 308, in 2012 371 websites had been hacked whereas CERT had found 48 hacked websites. As per the proposed measures, while opting for a new govt. website along with application, cyber security should also be opted for.
 
Aviation sector: To strengthen Indian aviation industry, the Defence ministry had issued a Notice Inviting Tender (NIT) amounting 12,000 crore INR. It is for new planes which would be taken in lieu of Avero planes. The said 56 new planes would be built by Indian private sector companies.
The tender(NIT) had been issued to eight foreign selling companies which include Lockheed martin, Swedish Saab, Spanish Air base military, Alainia Aeronautica and Brazilian Ambrair. They would search for Indian collaborator for production of 40 planes. A defence acquisition council had approved for such proposal. Out of 56 planes, 16 would be made by foreign counterparts followed by balance production by Indian counterparts. The planes would have 30% of indigenous equipments whereas 24 planes would have locally produced & purchased items.

Human_Rights,Court&CBI_Affidavit

International Nurse day is being celebrated from May 5 uptil May 12.
Indo-Iran Project: If India doesn't get Natural Shell gas exports from US, it might take up Indo-Iran gas pipeline project. This had been stated by US senators. It is in US interest that it should export it to India, Japan & EU aides so that the dependence on Russia is lowered. If it is not so, it could be a partner in Indo-Iran_Pak gas pipeline project.
Prison beating: The Supreme Court of India had stated that the Pak captiveHheld in Indian prison has to complete his prison term before being sent to Pakistan. Also, it had asked Centre & J&K State govt. to clarify regarding inappropriate security measures in regard to Pak captive held i.e. Sanaullah.
Hearing a petition on security of foreigner captives, the Bench had sought clarification from the govt. regarding security. It is to note that J&K Panthers Party President had filed a petition in regard to prisoners spending more than 15 years in Indian prison.
The President had also filed an affidavit stating that Sanaullah had completed his prison term. It would be in interest of justice & equality. Besides, he had also sought return of mentally ill captives.

The Supreme Court is today examining a nine-page affidavit that details changes that the CBI alleges were made by Law Minister Ashwani Kumar and others to a draft of its report on the coal allocation investigation.

The CBI on Monday told the Supreme Court that on March 6 this year, the Law Minister and officials in the Coal Ministry and the Prime Minister's Office, made three significant changes to a draft of a report on the agency's investigation into coal block allocations that it submitted three days later in court.

These changes were made at three different meetings on that day, the CBI's nine-page affidavit submitted on Monday says. In one of those, it claims, coal ministry and PMO officials visited the CBI and asked that the investigating agency delete from the report its finding that there was no weightage or points system used when allocating coal blocks.
Then, in a meeting at his office the same day, the Law Minister made two deletions in the draft report, the CBI has claimed. Mr Kumar allegedly deleted a portion that found that a screening committee reviewing applications for coal blocks did not prepare charts and reports. The affidavit says that Mr Kumar also deleted a sentence in the draft report on the agency's scope of inquiry on the legality of coal bock allocations.

In yet another meeting on that day, the CBI has said, Attorney General GE Vahanvati, representing the Centre in the case, saw the draft and suggested "minor" changes.

CBI Director Ranjit Sinha has emphasised in his report that these changes "neither altered its central theme nor shifted the focus of inquiries in any manner." He has also assured the court that no names of suspects or accused were removed from the status report and also that no suspects or accused were let off in the process.

Arun Jaitley of the BJP - which has made the Law Minister's resignation a pre-condition for not disrupting Parliament and allowing the government to move important Bills - said on Monday that the three deletions that the CBI has mentioned dilutes the "culpability of the accused". He also said that the investigating report was shared with the "suspects" which is not "appropriate".

His party president Rajnath Singh, meanwhile, said the PM and the Law Minister should quit on moral grounds.

But, perhaps emboldened by the agency's statement in court that its overall investigation has not been affected, Ashwani Kumar reportedly assured the Prime Minister at a meeting soon after that the government would emerge stronger after the Supreme Court's hearing.

The court will decide today whether the changes made by the minister and officials were indeed minor and mere corrections.

Biodiversity_train(SEBS)II

Welcome.
Ministry of Environment & Forest (MoEF) would relaunch a train showcasing India's biodiversity, Science & technology along with Indian Railway. It is named as Science Express Biodiversity special(SEBS). It would visit 60 chief cities and end at Gandhi Nagar, Gujarat. During the Phase II, State  Electricity Boards would have their involvement. It would run in broad gauge network and visit 100 places in minimum time frame. It has sixteen coaches with eight having LCD & Plasma TV screens. It has interactive exhibition, short films(documentaries), and video film showcasing Indian biodiversity across the country. It involves kiosks, and backlit panels.
The remaining coaches  demonstrate about the Climate change, Energy and water conservation and current scientific issues. Various experiments are also included in a special coach.
It had been started during June 5, 2012 from Safdarjung, Delhi & got completed at Ahmedabad on December 22, 2012. It had visited 51 places and was also deployed during COP-11 meeting at Secunderabad.
